NASTT South Central Chapter is pleased to present our upcoming 9th Annual Trenchless Technology Conference, taking place on November 3-4, 2025, in Arlington, Texas at the University of Texas at Arlington. This event brings together professionals from across the trenchless technology industry for an engaging and educational experience.

Guest Speakers

Marc Cottingame, PE
Assistant Director, Dallas Water Utilities (DWU)
Marc Cottingame is Assistant Director at Dallas Water Utilities, bringing over 30 years of experience in water infrastructure planning, design, and construction. Since joining DWU in 2003, he has overseen major capital programs, including the $150 million annual Water Facilities Capital Improvement Program, and built strong partnerships with leading engineering and construction firms. Before DWU, Marc managed major environmental projects across Texas, Oklahoma, and Arkansas. A licensed Professional Engineer and Texas Tech graduate, he is active in AWWA and passionate about promoting STEM education, often visiting local schools to inspire future engineers.

 

Mark Simon, PE, CCM
Director of Engineering, North Texas Municipal Water District (NTMWD)
Mark Simon is the Director of Engineering at the North Texas Municipal Water District, overseeing engineering, construction, and real estate for the District’s Capital Improvement Program. With nearly 30 years of experience in water and wastewater infrastructure, he has led major programs in the U.S. and abroad. Mark’s career spans consulting and public-sector roles, where he has managed complex projects and built strong multidisciplinary teams. A licensed Professional Engineer and Certified Construction Manager, he was named CMAA’s 2016 National Owner of the Year. Mark holds engineering degrees from Iowa State University and Texas A&M University.

 

Shelly Hattan, PE, CCM
Resident Engineer, Tarrant Regional Water District (TRWD)
Shelly Hattan is a Resident Engineer at the Tarrant Regional Water District, bringing over 30 years of experience in water infrastructure and trenchless construction, including tunneling and large-diameter pipelines. During her 18 years with TRWD, she has been a key leader in the 150-mile Integrated Pipeline Project, overseeing construction of 92 miles of pipeline, more than 100 tunnels, and multiple high-capacity pump stations. Shelly is a licensed Professional Engineer and Certified Construction Manager, active in AWWA, ASCE, and the Hydraulic Institute. She holds both bachelor’s and master’s degrees in Civil Engineering from the University of Texas at Arlington.
